Abortion Free New Mexico Declares a State of Emergency After Guttmacher Ranks New Mexico #1 in Abortion Rate While State Leaders Continue Prioritizing Abortion Expansion Over Public Safety, Education, and Families
By Bud Shaver,

ALBUQUERQUE, N.M. — According to the Guttmacher Institute’s Monthly Abortion Provision Study (2025), New Mexico had the highest estimated abortion rate among the 50 states, with 16,150 abortions and a rate of 39.4 abortions per 1,000 women ages 15–44. Guttmacher also estimates that approximately 10,200 patients traveled to New Mexico from other states to obtain abortions.

New Mexico: 16,150 abortions • 39.4 abortions per 1,000 women (ages 15–44) • #1 abortion rate among the 50 states • Approximately 10,200 out-of-state patients
Abortion Free New Mexico says these findings confirm what the organization has warned for years:

NEW MEXICO HAS BEEN CONFIRMED AS THE NATION’S ABORTION CAPITAL

Abortion Free New Mexico Declares a State of Emergency

In response to the latest Guttmacher Institute estimates ranking New Mexico #1 in abortion rate among the 50 states, Abortion Free New Mexico is declaring a state of emergency.

Tara Shaver, leader with Abortion Free New Mexico, issued the following statement:
“Abortion Free New Mexico is declaring a state of emergency. New Mexico has become the nation’s abortion capital. While our state struggles with violent crime, failing schools, child poverty, addiction, and a child welfare system in crisis, state leaders continue making abortion their defining public policy priority. New Mexicans deserve leaders committed to protecting children, strengthening families, and restoring public accountability—not expanding the abortion industry.”

Bud Shaver, Executive Director of Abortion Free New Mexico, added:
Since 2010, we have warned that New Mexico was becoming the nation’s Late-Term Abortion Capital. Today, the latest Guttmacher estimates show New Mexico has become the nation’s abortion capital. What began as a destination for late-term abortions has evolved into the nation’s highest abortion rate through years of abortion expansion, taxpayer support, and diminished public accountability."

Conflicting Abortion Numbers Demand Answers

The latest Guttmacher estimates also raise new questions about abortion figures recently promoted by Governor Michelle Lujan Grisham.

Just weeks ago, Governor Lujan Grisham publicly cited 11,512 abortions performed in New Mexico during 2024. Abortion Free New Mexico publicly called on the Governor to identify the source of those figures and provide the underlying data supporting her claims.

Now, Guttmacher estimates 16,150 abortions during 2025 while ranking New Mexico first in the nation for abortion rate.

Although these figures represent different reporting years, the latest Guttmacher estimates significantly exceed the Governor’s publicly cited totals and reinforce the urgent need for transparent, comprehensive, and independently verifiable abortion reporting. Since New Mexico eliminated comprehensive public abortion reporting, New Mexicans have increasingly been forced to rely on outside estimates rather than complete official state data.

Abortion Free New Mexico previously documented these concerns in its investigative report,
Governor’s Abortion Numbers Raise Questions After Thousands of Abortions Appear Unaccounted For
Abortion Free New Mexico publicly calls on Governor Lujan Grisham to identify the source of the abortion figures she promoted because New Mexicans deserve transparency,” said Tara Shaver. “The 2025 Guttmacher estimates only reinforce why comprehensive public abortion reporting must be restored. Transparency should never be optional.”

Federal Review Has Become Necessary

New Mexico’s abortion regime has reached the point where meaningful reform should no longer be expected from the officials who created it. After years of expanding abortion access while weakening transparency and public accountability, federal review has become necessary. When a state refuses to police itself, outside oversight becomes essential to protect the public interest and ensure compliance with applicable federal law.

Responding to the State of Emergency

The 2025 Guttmacher report reinforces years of investigative reporting by Abortion Free New Mexico documenting New Mexico’s transformation into the nation’s leading destination for abortion.

Although Guttmacher’s 2025 estimate of 16,150 abortions is lower than its 2024 estimate of 18,130, New Mexico still recorded the highest abortion rate among the 50 states, underscoring that the state remains the nation’s abortion capital despite year-to-year fluctuations in estimated totals.

In response, Abortion Free New Mexico has expanded its public awareness efforts through billboard campaigns, investigative reporting, statewide media outreach, and weekly sidewalk ministry outside all seven Albuquerque abortion facilities.
Each week, trained volunteers offer prayer, practical assistance, pregnancy resource referrals, financial support, and life-affirming alternatives to women facing unexpected pregnancies.

Abortion Free New Mexico Calls for Immediate Action

Abortion Free New Mexico calls for:
  • Immediate restoration of comprehensive, anonymous abortion reporting.
  • Independent inspection of every abortion facility operating in New Mexico.
  • Public disclosure of abortion-related injuries, complications, and adverse events.
  • An end to taxpayer-funded abortion expansion.
  • Federal review of taxpayer funding, interstate abortion practices, and applicable federal health and safety requirements.

Closing Statement by Tara Shaver

Abortion Free New Mexico believes the evidence demonstrates that the state’s current leadership has abandoned meaningful oversight of the abortion industry. Until New Mexico restores comprehensive reporting, independent inspections, and public accountability, federal authorities should investigate whether interstate abortion practices, taxpayer funding, abortion-related injuries, and applicable federal health and safety requirements are being properly enforced. New Mexicans deserve leaders focused on addressing the real crises facing our state—not continuing to expand an industry that already operates with diminished transparency.”
